Republican courses of improvement of qualification of workers of bodies for labor
I. General provisions

Republican advanced training courses for employees of Labor bodies (hereinafter referred to as "Republican courses")) The ministries of Employment and labor relations of the Republic of Uzbekistan (hereinafter referred to as the Ministry of labor) are organized in accordance with the Decree of the President of the Republic of Uzbekistan no.PP – 3913 dated August 20, 2018 "on additional measures to protect labor rights and improve the mechanism for labor protection of citizens of the Republic of Uzbekistan".
Republican courses are considered a state institution that provides advanced training and retraining of managers and specialists of labor agencies of the Ministry of Labor, ministries and khokimiyats on labor Economics, labor relations and labor law, managers and employees of the Agency for External labor migration and its regional offices, employees of the state labor inspection, managers and employees of departments for human resources and labor protection of public administration bodies and all organizations, regardless of their organizational and legal form.
Republican courses carry out their activities in accordance with the Constitution of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President, decrees and orders of the Cabinet of Ministers, orders, instructions, guidelines of the Ministry of labour of the Republic of Uzbekistan and this Charter.
Republican courses are having the legal status of an independent Ministry of labour, have their own balance, settlement accounts in the Treasury of the Ministry of Finance and commercial banks, private foreign exchange Bank account opened in the development of international relations, a seal with the State emblem of the Republic of Uzbekistan and its name, as well as other signs and props needed for activities.
The Ministry of labor is considered the founder of the Republican courses. Republican courses have the right to distribute buildings and material assets, financial income from paid services and net profit in agreement with the Ministry of labor.
The name of the Republican courses:
in the state language – Меҳнат органлари ходимларини малакасини ошириш Республика курслари;

in English – Republican courses for advanced training of the employees of labor authorities;

in Russian- Республиканские курсы повышения квалификации работников органов по труду.

The address of the Republican courses is 33 Lutfiqor street, Sergeli district, Tashkent.

II. the Purpose and main activities of the Republican courses

The main purpose of the Republican courses is to improve the skills and retraining of managers and specialists of labor agencies of the Ministry of Labor, ministries and khokimiyats on labor Economics, labor relations and labor law, managers and employees of the Agency for External labor migration and its regional offices, employees of the state labor inspection, managers and employees of departments for human resources and labor protection of public administration bodies and all organizations, regardless of their organizational and legal form.
The main directions of Republican courses are considered to be the following:
- managers and employees of labor bodies improve their skills in accordance with modern requirements and processes of democratization of the sphere of construction of the state and society;

- employees re-employed in regional employment offices and district (city) employment promotion centers are organized weekly, employees re-employed in the State labor Inspectorate two-week refresher courses on the basis of National courses;

- professional development of managers and employees of the Agency for external labor migration in the system of the Ministry of labor and its regional offices, employees of the state labor Inspectorate;

- organizes paid courses for professional development and retraining of responsible managers and specialists of human resources departments of public administration bodies and all organizations, regardless of their organizational and legal form;

- it is considered a state institution that provides paid courses for advanced training and retraining on the basis of a contract for responsible managers and specialists of human resources departments of public administration bodies and all organizations, regardless of their organizational and legal form;

- organizes a foreign language training center and an information resource center;

- cooperates with international organizations, as well as educational institutions of foreign countries on issues of professional development of employees of labor authorities.

III. Rights of Republican courses

National courses, in order to implement their goals and main directions of their activities, in agreement with the Ministry of labor, have the right to:
- in established order to organize teaching work to improve the skills of managers and employees of labour bodies, heads and employees of the Agency for external labor migration under the Ministry of labour and to develop proposals for their improvement;

- in order to develop educational and methodological, scientific and practical work and relations, exchange experience, conclude agreements with organizations of the Ministry of labor, higher educational institutions, as well as institutions of foreign countries;

- in accordance with the established procedure, purchase the necessary equipment and inventory at the expense of the state employment Fund, as well as their own funds;

- publication of educational programs, educational and methodological programs, scientific articles;

The saved funds, as well as funds received from paid services on the basis of the contract, should be spent on improving their material and technical base, purchasing, publishing new textbooks, teaching AIDS and other literature, and encouraging employees;

- involvement of professors and teachers from higher educational institutions, leading specialists of the Ministry of labor and institutions in educational and methodological work, as well as involvement of leading scientists and experienced practitioners from the Republic and abroad on a part-time basis or on the basis of an agreement;

- organization of the educational process on the basis of economic agreements with the involvement of professors and teachers from various educational institutions of the Republic of Uzbekistan, as well as the Department of labor Economics and sociology of the Tashkent state University of Economics;

- independent preparation of curricula based on standard curricula approved in accordance with the established procedure by the Ministry of labor, determination of the teaching staff;

- formation of funds for modernization and introduction of new technologies for their further development, social development and material incentives;

- organization of international conferences, symposiums, seminars and participation in them.

In accordance with the legislative acts of the Republic of Uzbekistan, Republican courses may have other rights.

The Director of the Republican courses and his deputies are appointed and dismissed by the Minister of labor in accordance with the established procedure.
The Director of the Republican courses, within the limits of his competence, issues orders in accordance with the legislation and controls their execution.
The Director, in accordance with the law and this Regulation:

- works on behalf of the Republican courses, protects its rights in all organizations;

- distributes responsibilities between Deputy Directors and departments;

- in coordination with the Ministry of employment and labour relations of the Republic of Uzbekistan approves and modifies the scheme of salaries, staffing within allocated funds and payroll and system maintenance costs the national courses, the estimate of special funds, including the cost of providing various services to students;

- hires and fires employees;

- distributes funds for the system of remuneration and incentives for employees of Republican courses;

- Republican courses to manage property, funds;

- signs contracts, issues power of attorney, opens accounts of Republican rates in banking institutions of the Republic of Uzbekistan;

- establishes a monthly surcharge of up to two hundred percent of the tariff rate at the expense of a special Fund for material incentives for highly qualified professors, teachers, specialists and other employees;

- rewards employees of national courses and, if necessary, takes disciplinary measures against them;

- establishes, in agreement with the Ministry of labor, an internal labor schedule, and also establishes an additional period of leave in accordance with the law;

- participates in scientific councils, conferences, symposiums, seminars and conferences on behalf of national courses;

- exercise other powers in accordance with the law.

First Deputy Director of the Republican courses on educational and methodological work:
- manages the activities of the educational and methodological Department of Republican courses, the Department of quality control of education and innovative ideas;

- directly manages the organization of the educational process;

- preparation of draft distribution plans for training students;

- develops training plans;

- distributes responsibilities among the employees of the educational and methodological Department, controls their work;

- establishes contacts with educational institutions of foreign countries and is responsible for cooperation with them;

- prepares reports on educational, methodological and scientific work of Republican courses;

- during the Director's business trip, temporarily acting as the Director;

- exercises other powers on behalf of the Director.

Deputy Director for economic and organizational work of the Republican courses:
- manages the information technology center and the administrative and economic Department of the courses of the Republican center;

- organizes household work;

- provides the activities of the Republican courses with the necessary equipment to ensure that they are held at the same time;

- uses the buildings of the Republican courses at the proper level, organizes the provision of work on capital repairs and capital construction of buildings;

- ensures the fulfillment of obligations under economic agreements of the Republican courses;

- manages the preparation of plans and reports on the financial and economic activities of the Republican courses;

- during the official trip of the Director and the first Deputy Director temporarily performs the duties of the Director;

- exercises other powers on behalf of the Director.

Departments and other structural divisions of Republican courses operate on the basis of charters approved by the Director
III. Financing of Republican courses.

Departments of Republican courses and other structural divisions work on the basis of regulations approved by the Director.
Financing of the Republican courses is carried out in accordance with the procedure established by law, at the expense of the following sources:

centrally allocated funds from the state employment assistance Fund of the Ministry of labor;

income from paid training on a contractual basis;

allocated funds for targeted financing of scientific programs included in the list of state scientific and technical programs, works performed on a competitive basis by order of state authorities and management;

sponsorship funds of legal entities and individuals;

other sources that are not prohibited by law.

According to the terms of remuneration of employees and teachers of Republican courses, tariff rates are set in accordance with the current conditions in connection with equating them to employees and teachers of higher educational institutions of the Republic.
Employees who actively organized the training process, receipt of funds under economic contracts, the Director of the Republican courses on the basis of the order is paid additional remuneration in the amount of at least 10 percent of the total amount.

IV. Organization of the educational process

Republican courses carry out educational activities on the basis of standard curricula and curricula developed in accordance with the modern requirements of social, economic and political life of the Republic of Uzbekistan, further development and renewal of public life, as well as the achievements of world science and culture that meet the state requirements for improving the skills of employees of labor agencies.
The curricula of national courses are developed in accordance with state requirements and standard training programs for advanced training and retraining of managers and employees of labor agencies, managers and specialists Of the Agency for external labor migration and territorial departments of the Ministry of labor, managers and specialists of the personnel Department in all organizations, regardless of the organizational and legal form of public administration, as well as responsible managers and specialists.
It implements scientific and industrial integration within the framework of innovative corporate cooperation with the Department of Economics and labor sociology of the Tashkent state University of Economics using modern forms and methods of training, advanced pedagogical, information and communication technologies and innovative technologies in the educational process;

Training courses are conducted through interactive methods and forms of learning, including "Keys stady”, “intellectual attack”, “group work”, “round table”, "game modeling", and other modern forms of knowledge and skills.

Professional development of students at national courses is carried out in the form of full-time training, on the job.
Employees who are sent for training at the national courses are trained in the relevant direction, broken down by groups, the time and duration of their training is determined in accordance with distribution plans approved by the Ministry of labor.
Access of employees sent for training to the national courses is provided by the relevant organizations in accordance with distribution plans.

Training of students in the Republican courses:
it is carried out in accordance with the curriculum approved by the Ministry of labor.

employees of labor authorities are trained in advanced training courses at least once every three years;

Training programs for professional development and retraining lasting 18, 36 and 72 hours in the direction of labor protection and 288 hours are approved by the weight category of the Republic of Uzbekistan, are conducted on the basis of a commercial agreement and provide for the provision of a certificate and diploma sample specified in Annex 3 of the Cabinet of Ministers Resolution No. 246 of April 27, 2017.
The training program for advanced training and retraining of managers and specialists of the human resources Department, regardless of the organizational and legal form of public administration, is approved by the Ministry of labor.the terms of training of course participants on a fee-based basis are established on the basis of an agreement concluded between the implementing organization and the Republican courses.
Students who have successfully mastered educational programs for advanced training and fully meet the requirements of the national courses are issued a certificate of the established sample of the Ministry of labor;

The direction and amount of funding for training courses, as well as the number of employees of labor bodies involved in training, are determined by the Ministry of labor, while the number of students in one training group does not exceed 20 people who do not attend classes and for a long time without good reason (more than 25 percent of the hours) do not attend classes or violate internal procedures, excludes them from the list of trainees and sends information about this to the Ministry of labor and their place of work, and ensures that proposals are sent to the territorial authorities to take appropriate disciplinary measures against employees who have not passed the qualification assessment.
During the training period, trainees maintain the average salary in their main jobs. Expenses for official travel for students who enter the Republican courses from other regions of the Republic are covered in accordance with the procedure established by the organizations that provide training.
The cost of training of heads and employees of bodies of work to improve the skills of national courses, managers and employees of the Agency of external labor migration and its territorial divisions in the Ministry of labour and State labour Inspectorate are defined for each student in coordination with the Ministry of labour and annually covered by the transfer of money from the state Fund of assistance of employment of the Ministry of labour.
Creation on a contractual basis of paid services for professional development and retraining of managers and specialists of the HR Department in all organizations, regardless of the legal form and government bodies, as well as responsible managers and specialists in labor protection at enterprises and organizations, regardless of ownership, and to improve the knowledge of specialists in other areas in matters of labor relations and labor protection.

V. International relations of Republican courses

Republican courses in coordination with the Ministry of labor establish international cooperation in the field of training workers, have contracts with foreign partners, exchange information on a reciprocal basis in the manner prescribed by the relevant international organizations, as well as increase the practice of international relations compliance with the law.
Republican courses can be organized for students in leading foreign training centers and international organizations with a certain part of the educational process and the acquisition of employee experience. Thus, in matters of employment, labor relations and labor protection, professional development and training of employees of labor authorities and state labor inspectors can be organized at the International training center located in Turin (Italy), as well as at other international higher educational institutions and organizations.

National courses are conducted in coordination with the Ministry of labor on the basis of international agreements, agreements concluded between state bodies on the educational work of teaching staff and students in foreign countries.
VI. Final provisions

Reorganization and liquidation of the activities of Republican courses is carried out in accordance with the procedure established by law.
This regulation is amended and supplemented by an order of the Ministry of employment and labor relations of the Republic of Uzbekistan.
