Minister of employment and labor relations of the Republic of Uzbekistan:

manages the activities of the Ministry and is personally responsible for performing the tasks and functions assigned to the Ministry;

defines the powers of their deputies, distributes duties between them, establishes powers of other officials of the Ministry, the degree of personal responsibility of his deputies and other officers for the management of certain areas and sections of the Ministry's activities and work of subordinate organizations within its competence issues orders and gives instructions obligatory for execution by employees of the Ministry of;

submits drafts of normative legal acts on issues within the competence of the Ministry for consideration by the Cabinet of Ministers in accordance with the established procedure;

- organization of development of reasonable forecast parameters of labor balance, effective comprehensive measures to ensure employment of the population, based on forecasts of demographic and economic development of the Republic and regions;

- analysis of the number and structure of labor resources of the Republic and administrative-territorial entities, development of proposals for their improvement;

- analysis of the development of the labor market and the formation of annual orders for the creation of new jobs based on this by industry and region in order to fully and objectively assess the level of employment of the population and its composition, identify existing structural imbalances in the labor market and their causes, persons subject to employment;

- analysis of migration processes, causes and factors of external migration;

- ensuring systematic coordination of the development and implementation of territorial and sectoral programs to ensure employment of the population, the development of effective forms of employment;

- coordinate the development of targeted programs to create jobs in regions with a critical situation on the labor market and participate in their development together with interested ministries, state committees, departments and local Executive authorities;

- organization of methodological and practical assistance to local Executive authorities in the development of territorial programs for employment and job creation;

- development of methodological and legal bases for expanding the spheres of employment of the population, aimed at introducing new and expanding traditional forms of employment;

- implementation of a comprehensive analysis of external labor migration and development of proposals on improving the legal framework in the field of external labor migration;

- ensuring the formation and development of an information system in the field of labor and employment by implementing a unified technical policy, using common methods and tools in creating information systems in the industry;

- ensuring further development of labor and employment information systems and further development of interactive services;

- coordination of work on issues of labor rationing and development of tariff and qualification characteristics of working professions and positions of specialists and employees, as well as giving qualified categories to workers in the main professions of workers in accordance with the procedure established by law;

- organization of development of proposals to strengthen social protection of employees in the field of labor;

- organization of the development of a classifier of positions of employees and working professions, professional and qualification characteristics for certain positions and professions that have an intersectoral nature;

- organization of practical and methodological assistance in the issues of labor rationing, introduction of modern labor standards, organization of labor remuneration, introduction of positions and works not reflected in the tariff and qualification characteristics into the appropriate categories of the tariff grid;

- organization of the development of minimum standards for the number of employees and the remuneration Fund for certain industries and sectors of the economy;

- participation in the development of measures to improve the methods of regulation of financial incentives and remuneration mechanisms;

- participation in the development of proposals for the development and improvement of mechanisms for effective cooperation in the field of labor and employment with the international community, international organizations and foreign countries;

- carrying out cooperation in accordance with the established procedure with the International labour organization and other international organizations on labour and employment issues and taking measures in the interests of the Republic of Uzbekistan;

- organization of monitoring of the implementation of the international labour organization conventions ratified by the Republic of Uzbekistan and other international agreements on labour and employment;

- organization of the development of proposals for the conclusion of international agreements in the field of employment and labor relations;

- implementation of cooperation with authorized bodies of foreign States on participation in the development and implementation of international cooperation projects in the field of labor migration, regularization of employment processes and ensuring labor rights of citizens of the Republic of Uzbekistan abroad;

- assistance in the implementation of labor rights of citizens of the Republic of Uzbekistan through their employment abroad;

- provision at the expense of Fund of support and protection of the rights and interests of citizens working abroad, legal and social protection of citizens subjected to violence, forced labour and discrimination, violation of labor and other rights, caught in a difficult financial situation and left without documents, personally identifiable means of livelihood during the period of employment abroad, as well as assistance in returning to the Republic of Uzbekistan;

- organization of the licensing process of legal entities for employment of citizens of the Republic of Uzbekistan abroad;

- participation in the development and review of legal acts and regulatory documents related to this sphere;

- acceptance of individuals and legal entities, organization of consideration of their appeals in accordance with the procedure established by law.

- organizes the registration of unemployed citizens and the unoccupied population in need of employment;

- coordinates the activities of local public authorities to establish quotas (minimum number of jobs) for the employment of persons who are not able to compete on equal terms in the labor market, and ensures control over the allocation by employers of a set number of jobs for their employment;

- organizes the collection and analysis of information about vacant jobs;

- performs systematic monitoring and analysis of the processes of employment of the population and the state of the labor market, and on this basis develops effective measures to increase employment;

- provides employment for citizens who have applied for work;

- organizes the activities of temporary one-time work centers;

- organizes the provision of material support for unemployed citizens at the expense of the State employment assistance Fund of the Republic of Uzbekistan;

- jointly with local Executive authorities determines the volume and types of public works and organizes participation of temporarily unemployed citizens in public works in the implementation of major investment projects, construction, repair and reconstruction of road and housing infrastructure, improvement of cities and districts, seasonal agricultural work;

- prepares proposals to encourage and support the development of home work, family entrepreneurship, Handicrafts and other forms of self-employment;

- provides assistance to state and economic management bodies, local government bodies and other organizations in expanding the use of home-based work, including through cooperation between large enterprises and citizens, as well as the development of family entrepreneurship and Handicrafts;

- provides assistance to non-governmental non-profit and other organizations in creating jobs for people with disabilities and their employment;

- fundamental improvement of the system of vocational training, retraining and advanced training of persons in need of employment, especially unemployed youth, persons with disabilities and the unemployed, based on the real needs of the economy and the labor market;

- organizes the functioning of the National qualification assessment system;

- participates in the organization of an effective system of professional retraining and advanced training of the unemployed, persons with disabilities and other categories of the population who are not able to compete on equal terms in the labor market;

- contributes to the formation of effective mechanisms of public-private partnership in the organization of professional retraining of the unemployed and persons who are not able to compete on equal terms in the labor market;

- organizes professional retraining and advanced training of unemployed citizens and the unemployed population on the basis of reference professional colleges (under special programs of short-term professional retraining) and non-state educational institutions;

- participates in the implementation of a set of systematic measures to assign specific employers to graduates of higher and professional educational institutions for their subsequent employment;

- develops methodological and regulatory frameworks for expanding the areas of employment of the population, aimed at introducing new and expanding traditional forms of employment;

- assists in the employment of citizens who returned from labor migration;

- participates in the development and implementation of state programs, regulations and other documents in the field of labor relations and labor protection, as well as proposals and measures to ensure the rights of citizens to decent and safe working conditions;

- based on a comprehensive and systematic analysis of the legal framework governing labor and employment, identifies existing obstacles and barriers to employment growth and develops measures to overcome them;

- ensures the formation and development of an information system in the sphere of labor and employment by implementing a unified technical policy, using common methods and tools in creating information systems in the industry;

- provides further development of information systems on labor and employment issues and further development of interactive services;

- develops proposals for improving legislation and implementing comprehensive measures aimed at developing and enhancing the role of the non-governmental sector in providing employment and employment services to the population;

- ensures the creation of modern offices on the basis of regional (city) employment promotion centers for the comprehensive provision of employment services on the principle of " one-stop shop»;

- studies and analyzes the opinions, proposals and legal requirements of citizens and employers to solve employment problems and employment, and on this basis ensures the development of proposals for practical measures aimed at solving them;
