Organizational and executive discipline control department

The main tasks of the Department are as follows:

  1. Monitoring timely execution by departments, structural subdivisions and system organizations of the laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, established procedure and terms of appeals of individuals and legal entities, the maintenance and organization of analytical activity;
  2. Ensuring work to strengthen executive discipline for timely and high-quality implementation of the documents of the President of the Republic of Uzbekistan, government resolutions, tasks established in the documents of the Ministry, increasing personal responsibility of managers and employees of the Departments, units and sectors;
  3. Monitoring implementation of instructions of the minister by the First Deputy Minister, Deputy Ministers and heads of the department and preliminary entry of information on the status of implementation;
  4. Registration and submission to the management and delivery to the relevant executors of the appeals received by the Ministry in writing, through Top Contact, hotlines and other sources, during personal and on-site receptions of the management, ensuring execution, reporting information on results of the appeals;
  5. Ensuring reception of all letters and documents received by the ministry through the office, providing them to ministers and deputy ministers in accordance with the legislation, informing the executors of the affiliation after identifying the executors and exercising control over the execution;
  6. Providing new electronic document management software with coordination of work on conducting work, executive discipline and work with appeals and making proposals for improving the new system of work;
  7. Creation of a unified electronic document management system using information and communication technologies in the ministry, through their exercise of control over executive discipline, record keeping;
  8. Organization of reception of representatives of individuals and legal entities and regular monitoring of the work with appeals;
  9. Reception of appeals received through the People’s Receptions and the Virtual Reception of the President of the Republic of Uzbekistan to the Ministry for execution, determination of the performers and departure for execution, organization and monitoring of their execution, sending information and information about the results to the Virtual Reception, ensuring taking out of appeals from control;
  10. Receiving applications received through the General Prosecutor's Office of the Republic of Uzbekistan to the Ministry for execution, identifying the executors and sending for execution, organizing and exercising control over their execution. Also, delivery of information and information about the results of the execution of these requests, ensuring removal from control;
  11. Keeping documents executed and taken out of execution as sewn, filling out a control card;
  12. Ensuring joint execution with deputy ministers, employees of departments, divisions and sectors of the assignments entrusted to the ministry, organizing joint work with them in strengthening executive discipline;
  13. Participation in development of programs, measures, plans, control plans, “road maps” and control over their implementation;
  14. Conduct investigations in the regions in the activities of organizations in order to introduce a single procedure of executive discipline, work with individuals and legal entities, conduct explanatory and preventive work in the field through investigation and monitoring services;
  15. Organization of training events, seminars, conferences, video and audio selectors, forums for the purpose of continuous professional development of employees responsible for handling applications from individuals and legal entities and executive discipline;
  16. Ensuring strict observance of the rules of ethical behavior of the ministry, as well as active participation, together with all employees, in countering corruption.

The Department, in addition to ensuring the fulfillment of the above tasks, exercises control over the unconditional fulfillment of tasks defined in laws and bylaws, legislation on individuals and legal entities, rules on record keeping and executive discipline.

In accordance with the assigned tasks, the Department performs the following functions:

a) In the sphere of control and organization of work for the timely implementation of legal acts, the consideration of appeals of individuals and legal entities in the manner and time established by law:

- communicating to departments, units, sectors and subordinate organizations of all types of legal acts received by the ministry and the tasks, instructions and instructions entrusted to them by the ministry;

- monitoring fulfillment by staff of the ministry of execution of instructions given during the President’s visit, checking the result, compiling information and information of performers carrying out the direct execution of the order and submitting to higher organizations as they are executed;

- where needed, implementation of executive mechanism of instructions, distribution among the executors, determining deadlines, exercising control over development and execution of measures, control plans, programs, “road maps”;

- demanding from responsible employees of information and necessary documents to ensure follow-up on all documents, ensuring their inclusion in electronic programs and removal from control;

- coordination of work to strengthen the executive discipline to ensure timely and high-quality execution of tasks defined in the documents of the ministry and increase the personal responsibility of managers and employees of departments, departments, sectors;

- monitoring implementation by the first deputy, deputy ministries and heads of department instructions and instructions of the minister and the preliminary entry of information on the status of implementation;

- exercising control over executive discipline by introducing electronic document flow in the prescribed manner and taking measures to ensure the execution of documents not taken from control.

b) In the field of work with appeals of individuals and legal entities:

- registration and submission to the management and delivery to the relevant executors of appeals received by the Ministry in writing, through Top Contact, hotlines and from other sources, providing them to the management and informing the executors after identifying the executors and monitoring their execution , removal from control of executed requests and reporting to the Minister every week;

- organizing reception of representatives of individuals and legal entities in the ministry building or by attracting the general public in agreement with the management;

- accepting applications received through the People’s Reception and the Virtual Reception of the President of the Republic of Uzbekistan to the Ministry, identifying responsibles and sending them in electronic form for execution, organizing and exercising control over their execution, ensuring electronic delivery to the Virtual Reception and information about the results, ensuring removal of appeals from control;

- accepting appeals received through the Prosecutor General's Office of the Republic of Uzbekistan to the Ministry for execution, sending to the performers in electronic form, organizing and monitoring their execution, communicating information and information on the results to the Prosecutor General's Office in electronic form, ensuring the removal of appeals from control;

c) In the field of office management and organization of the office:

- ensuring that all letters and documents received by the ministry through the office are received, provided to the minister and deputy ministers, communicated to the executors after their determination;

- implementation of office work in the office of the Ministry based on existing regulatory and departmental documents, the implementation of work with documents, appeals from individuals and legal entities;

- registration in journals (electronic journal) or control cards of documents, applications from individuals and legal entities received by the ministry’s office through unified interactive government services, E-HAT, ministry’s website and e-mail address, fax, mail, organization of their entry into the database of electronic document circulation software developed in the ministry and brought to the executors;

- ensuring opening of control cards according to the instructions of the management regarding these documents after they are signed, setting deadlines for carrying out instructions and instructions taken under control, sending the original and copies of documents to relevant departments and system organizations in electronic form via an electronic program in a computer network or email official ministry websites;

- acceptance and registration of the ministry’s structural subdivisions prepared by the established procedure, system organizations and documents signed by the ministry’s management, verifying the correctness of their registration, organizing their sending to specific addresses according to the category of documents (regular, For Internal Use, confidential);

- preservation of ministry forms with the image of the State Emblem, their registration and numbering on the basis of strict order, providing them to heads and responsible employees of the central office of the ministry, registering in the appropriate journal, exercising control over the correct and targeted use of ministry forms based on the Instruction, keeping them strictly accounted and reporting, as well as ensuring the correct use and preservation of the round and square seals and stamps that exist in the office;

- sending correspondence through the Uzbekistan Pochtasi subdivision, special communication, courier service and courier service, determining the cost of each sent folder, organizing the accounting of the cost of sent correspondence, receiving, registering and delivering to the recipients of the received parcels, packages and parcels, accounting for advance reports;

- provision of new electronic document management software with coordination of work on conducting work, executive discipline and work with appeals and making proposals for improving the new work system.

d) In the field of organizing the control of executive discipline:

- creation of a unified electronic document management system, using information and communication technologies in the ministry, exercising control over their executive discipline, record keeping;

- ensuring keeping f documents executed and taken out of execution as sewn, filling out the control card;

- ensuring joint implementation by deputy ministers, employees of departments, divisions and sectors of the tasks entrusted to the ministry, the joint organization of work;

- participation in the development and monitoring of the implementation of programs, measures, plans, control plans, road maps;

- conducting investigations in the regions in the activities of organizations in order to introduce a single procedure of executive discipline, work with individuals and legal entities, conduct explanatory and preventive work in the field through investigation and monitoring services;

- organization of training events, seminars, conferences, video and audio selectors, forums in order to continually improve the qualifications of the staff responsible for working with individuals and legal entities and executive discipline;

- ensuring strict observance of the rules of ethical behavior of the ministry, taking an active part, together with all employees, in countering corruption;

- taking measures to organize high-level executive control and the timely prevention of unrest;

- submitting to the minister every week information on executive discipline and taking urgent measures, obtaining explanations from those guilty of violating the executive discipline of persons and making proposals for bringing them to justice.

The Department, in addition to ensuring the fulfillment of the above tasks, performs other functions defined in laws and bylaws, legislation on appeals of individuals and legal entities, rules on record keeping and executive discipline.

The department performs the functions assigned to it independently or ensures execution through subordinate organizations that are included in its system.
