I. General Provisions
1.1. The name of subdivision is the Labour Standards and Labour Remuneration Methodology Department (hereinafter referred to as the Department).
The Department is a structural unit of the Ministry of Employment and Labour Relations of the Republic of Uzbekistan (hereinafter referred to as the Ministry).
1.2. Management and subordination of the Department.
1.2.1. The board is headed by the Head appointed and dismissed by an order of the Minister of Employment and Labour Relations of the Republic of Uzbekistan.
1.2.2. The Department submits in its activities directly to the Minister and his First Deputy.
1.3. The composition of the Department.
1.3.1. The structure and staff size of the administration was approved by the Decree of the President of the Republic of Uzbekistan “On Measures to Improve the Structure of Labour Bodies and Strengthening the System of Protection of Labour Rights and Labour Protection of Citizens” of organizing activities of the Ministry of Labour of the Republic of Uzbekistan ”of 20.08.2018. No. PP-3913.
1.3.2. The staff number of the management consists of 4 employees:
- Head;
- Deputy Head;
- Chief Specialists (2 units).
1.3.3. The distribution of official duties between employees of the department is carried out by the Head of Department, in accordance with the Tariff and qualification characteristics of work and developed job descriptions.
1.3.4. Employees of the department are hired and transferred to the posts of management of the order of the Minister on the proposal of the Head of Department.
1.4. Regulatory legal framework of management activities.
1.4.1. Management in its activities is guided by:

II. Objectives of the Department
2.1. The main objectives in the activities of the Department are:
- organization of effective work of management, as well as local labour agencies in implementation of active employment policies, development and implementation of labour standards and norms that meet the requirements of further deepening market reforms in economic and social spheres;
- organization and regulation of development of projects and the implementation of laws and other regulatory legal acts in the field of incentives and remuneration;
- organization of development of regulatory and methodological documents on labour and employment issues.
- methodological and organizational support for monitoring implementation of programs for provision of state social support to low-income families and families with children, creating jobs and employment.
III. Tasks and functions
3.1. The main tasks of the Department are as follows:
- on the basis of in-depth analysis of the labour market and employment and taking into account international experience, development and implementation of labour standards, norms and standards, as well as effective remuneration mechanisms that meet the requirements of a market economy;
- participation in development of regulations on labour and employment; implementation of specific measures to further improve labour relations, mechanisms for material incentives for labour.
- providing practical and methodological assistance to enterprises, organizations and institutions in implementation and observance of labour standards, modern methods and mechanisms of remuneration, optimization of labour relations .
- within the competence, ensuring control over compliance with the requirements of legislation in the field of labour and employment of the population.
3.2. In accordance with the assigned tasks, the Department performs the following functions:
- together with relevant divisions of the Ministry of Finance and the Ministry of Economics, based on the goals and priorities of the ongoing transformations of society, develops labour standards, norms and standards;
- participates in monitoring the state of the labour market in order to ensure the most complete and objective assessment of the level and structure of employment of the population;
- based on analysis of needs of housekeeper for personnel, develops proposals for improving areas of vocational training for workers and specialists in educational institutions;
- jointly with state and economic management bodies, local government bodies, carries out work on labour rationing and development of tariff and qualification characteristics for workers' professions and positions of employees, and assigning workers qualification grades for main occupations of workers in line with law;
- determines together with the interested state and economic management bodies the list of the most important social and labour norms and standards, participates in their development;
- establishes identity of job titles of employees and professions of workers specified in the Classifier of main positions of employees and professions of workers, approved by Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 4, 2017 No. 795, previously used in regulatory acts and other documents of job titles and professions;
- participates at the proposal of the relevant trade union bodies (other representative bodies of workers) and employers (their associations) in conclusion of industry agreements;
- provides practical and methodological assistance to government and economic management and other organizations in matters of labour rationing, introduction of modern labour standards, organization of remuneration, assignment to appropriate categories of the tariff grid of jobs and jobs not reflected in the tariff-qualifying reference books of jobs, professions;
- participates in preparation of proposals for improving mechanism of state regulation of incomes of population;
- in prescribed manner prepares proposals for establishment of minimum wage, pensions, benefits and scholarships, minimum standards for the number of employees and the wage fund for individual industries and sectors of the economy;
- together with interested state and economic management bodies, participates in development of conditions for introduction of positions and staffing standards for state institutions and state unitary enterprises;
- participates in development of measures to improve mechanisms of material incentives for labour and methods of regulating wages;
- develops proposals for improvement of wage system, uniform wage grid, and the regional regulation of wages;
- determines annual, quarterly and monthly balance of working time; considers appeals of individuals and legal entities, takes necessary actions to eliminate violations of law on matters within its competence.
IV. Rights and duties
4.1. The Department within its competence has the rights to:
- require and receive from the subdivisions of the Ministry the necessary materials for the work of the department, necessary information and documents, in accordance with the established procedure;
- independently conduct correspondence on issues that are within the competence of management and do not require management decisions;
- represent in prescribed manner on behalf of the Ministry for matters relating to competence of management, in relations with state bodies, and other enterprises, organizations, institutions, including trade unions;
- give explanations, recommendations and instructions on the issues of rationing of labour and wages, as well as other issues that are within the competence of the Department;
- make proposals on suspension of local acts that are contrary to the law, instructions and regulations on organization and remuneration.
4.2. The duties of the Department are as follows:
- comply with labour laws and other regulatory legal acts containing labour law norms, local regulatory acts, terms of a collective agreement, agreements and labour contracts.
- timely carry out orders and instructions of the Minister.
- comply with the rules of internal labour regulations, labour and production discipline, requirements for labour protection and labour safety, to comply with established labour standards.
- take care of the property of the employer and other employees, carry out their activities in strict accordance with the provisions of this Regulation.
V. Responsibility
The responsibility for the proper and timely fulfilment of the functions provided for in these Regulations is borne by the Head of Department.
The Head of Department is personally responsible for:
- organization of activities of the Department for performing tasks and functions assigned to the Department;
- organizing operational and quality preparation and execution of documents, record keeping in accordance with the applicable rules and instructions;
- compliance of labour and production discipline by the Department personnel.
- selection, placement and activity of the Department personnel.
Responsibility of department employees is determined by job descriptions.
VI. Final Provisions
6.1. This provision was drafted in accordance with the Resolution of the Cabinet of Ministers of 20 April 2016 No. 117.
6.2. The Minister has the right to make proposals for amending these provisions.
6.3. The term in effect of this provision is the date of approval of the provision.
6.4. The term of this provision is 5 years.
