Meeting between representatives of Ministry of Employment and Labour Relations and SUE "Passport and Visa Service" - New opportunities for migrants: simplifying migration procedure on access to the labour market.
The Ministry of Employment and Labour Relations of the Republic of Uzbekistan held a meeting with representatives of the Federal State Unitary Enterprise "Passport and Visa Service" of the Ministry of Internal Affairs of Russia.
The meeting was attended by First Deputy Minister of Employment and Labour E.Mukhitdinov, General Executive of the Federal State Unitary Enterprise "Passport-Visa Service" of the Ministry of Internal Affairs of Russia S.Mashin, who discussed the organization of patent services in Uzbekistan.
At the meeting, it was noted that the issue of registering Passport and Visa Service in Uzbekistan, meaning the amended charter of the organization, is currently being considered by the Ministry of Internal Affairs of Russian Federation.
It was also noted that the provision of patent registration services in Uzbekistan in cooperation with the Foreign Labour Migration Agency is important in terms of reducing financial costs and ensuring their safety in terms of "falling into the hands of unscrupulous intermediaries."
According to S.Mashin, almost all services for registration of migration and patenting, except for medical examinations, can be organized in Uzbekistan. It is estimated that obtaining a patent in Russia approximately takes a week, is planned that in the future this period will be reduced to 2-3 days.
The meeting focused on the ongoing reforms in the country to optimize external labor migration through the introduction of safe, orderly and legal migration mechanisms, including three main areas of work in this sphere: pre-departure training; support of migrant workers abroad; reunification of migrant workers.
In addition, the parties discussed in detail the organization of services in Uzbekistan. In particular, the organization of medical services in Uzbekistan was discussed with the Ministry of Health of the Russian Federation. The possibility of attracting Russian private laboratories to provide services in Uzbekistan has been studied and today, the LLC NPF “Helix” laboratory has expressed a desire to cooperate with Uzbekistan in this area. At the same time, the Russian Ministry of Health must issue an appropriate conclusion on the possibility of organizing the activities of this laboratory in Uzbekistan.
S.Mashin said that negotiations on the insurance of migrant workers have been held with a number of Russian insurance companies and so far, JSC “Rosgosstrakh” and Ingosstrakh Insurance Company are ready to cooperate. In particular, an insurance policy will be issued in Uzbekistan and will start operating after the migrant enters Russia.
It was also suggested to check whether there is a ban on Uzbek citizens before leaving for Russia. According to Russian law, a notarized translation of the passport can be used in the presence of the original passport and the owner himself. It was suggested that it should be sent to a Russian notary in Uzbekistan for translation and certification (seal, electronic signature). Upon arrival in Russia, a citizen of Uzbekistan may obtain a notarized copy of the passport with the translation upon presentation of the original.
The issues of identifying employees of the federal state unitary enterprise "Passport and Visa Service" of the Ministry of Internal Affairs of Russian Federation, allocating them a place in the Agency for External Labor Migration have been resolved. It was decided to develop a "road map" of priority tasks for the organization of patent registration services in Uzbekistan for work in Russia.
