Министерство занятости и трудовых отношений Республики Узбекистан объявляет об открытом наборе сотрудников на должность Руководителя группы реализации Проекта: «Усиление системы социальной защиты». Проект реализуется министерством совместно международными экспертами Всемирного банка.

Сроки реализации проекта: 5 лет.

Ежемесячная заработная плата: 1 200 долл. США, 72 000 долл. США – за весь проект.

Функциональные обязанности:

  • организация и управление проектом в соответствии с рабочим планом, контроль персонала и консультантов ГРП;
  • своевременная подготовка и представление отчетов проекта в установленные сроки и любых других необходимых отчетов о ходе работ, а также обеспечение подготовки отчетов консультантами проекта;
  • регулярное информирование сотрудников Министерства занятости и трудовых отношений и Всемирного банка о ходе работы проекта;
  • организация семинаров и круглых столов для представления результатов проекта всем заинтересованным сторонам;
  • составление своевременных технических заданий по проекту;
  • мониторинг реализации мероприятий проекта, обновление плана по мере необходимости;
  • мониторинг целевого и эффективного использования кредитных средств, выделенных на реализацию проекта в соответствии с кредитным соглашением;
  • обеспечение своевременной подготовки финансовых отчетов;
  • управление разработкой годовых планов проекта;
  • управление персоналом и участие в процессе отбора и оценки сотрудников;
  • распределение обязанностей между персоналом ГРП и консультантами по краткосрочным проектам.

Квалификационные требования:

  • опыт работы не менее 5 лет в программах государственного управления, социальной защиты, рынка труда;
  • технические знания по социальной защите; опыт в разработке и реализации социальной политики;
  • практический опыт в создании информационной системы управления финансами в соответствии с международным опытом;
  • высшее образование в предметной области, управлении бизнесом или в другой смежной области;
  • опыт и лидерские навыки в управлении многозадачными командами;
  • компьютерная грамотность;
  • знание письменного и устного английского языка, свободное владение русским и узбекским языками.

PIU Coordinator

of “Strengthening Social Protection System in Uzbekistan” Project

  1. Background

The government of Uzbekistan announced a broad market-oriented reform program, and since late 2016, the new administration embarked upon an ambitious economic modernization program to reinvigorate equitable growth for all of Uzbekistan's citizens. The Government started implementation of a broad market-oriented reform program, which included five priority policy areas: improving public administration and state-building; safeguarding the supremacy of the law; maintaining economic growth and liberalizing the economy; enhancing social safety nets; and ensuring security.

There have also been important steps to reduce the state’s large presence in the economy, liberalize prices and open the economy to greater foreign and domestic private-sector participation in job growth and investment. The proposed reforms are expected to address some critical constraints to growth and job creation. However, these economic reforms will likely result in some groups of the population being adversely affected during the transition. International experience with relatively similar impacts shows that groups particularly vulnerable are the poor and those non-poor but close to the poverty line who may be particularly affected through lower purchasing capacity (because of reforms like price liberalization, exchange rate and utility’s tariffs and subsidies) and unemployment (as a result of the SOE reform).

Strengthening Social Protection Project will support Government’s mandate and substantial efforts to strengthen, expand and consolidate social protection measures to support poor and vulnerable groups as well as those negatively affected by the economic reforms. The project consists of three components. The first component is aimed at assessing and rolling out the single registry and improving the effectiveness of social benefits. The second component will develop and implement a Labor Market Information System (LMIS), enhance the capacity of Employment Centers, and improve the effectiveness of selected labor market interventions. The third component supports project implementation and monitoring of quality of project operations. The project is to be funded by the World Bank’s IDA loan in the amount of USD 50 million. The proposed implementation period is 2019-2024.

Project objective

The Project Development Objective (PDO) is to improve inclusion of poor and vulnerable people in the social assistance system and labor market, including those affected by the economic reforms in Uzbekistan.

The achievement of PDO will be measured by following indicators:

  • Share of people in the poorest quintile that are receiving social benefits for low-income families;
  • Share of employment subsidy (any type) beneficiaries who have a job 6 months after program completion (disaggregated by vulnerable groups and sex);
  • Share of employment subsidy (any type) beneficiaries who have a job 12 months after program completion (disaggregated by vulnerable groups and sex);
  • Share of vulnerable jobseekers who find a job through ESC intermediation services (disaggregated by vulnerable groups and sex);
  • Share of beneficiaries of the entrepreneurship skills training awarded financial support whose business is operational 12 months after completing training (disaggregated by sex).

Project description

The project includes the following components:

Component 1 will improve the effectiveness of key social interventions by better identifying the poor and vulnerable and providing timely and predictable benefits to address their needs. The objective of subcomponent 1.1 is to pilot, roll out and enhance the single registry. The objective of subcomponent 1.2 is to improve the effectiveness of social benefits.

Component 2 will support a larger number of jobseeker’s access formal job opportunities through improved effectiveness of the public employment services (ESC) and expanded ALMPs targeted to vulnerable jobseekers implemented by the ESCs in partnership with the private sector. Subcomponent 2.1 will pursue strengthening the capacity of job counselors at the ESCs to conduct effective and sustainable job placement with special attention to disadvantaged groups. Subcomponent 2.2 will promote wage employment and self-employment of vulnerable registered unemployed by scaling up and improving the effectiveness of the financial support. The objective of subcomponent 2.3 is to increase the management capacity and business skills/practices of individuals who plan to establish microenterprises to increase business profitability and job creation capacity.

The objective of Component 3 is to support the Government in monitoring labor market interventions and managing the overall IDA project. Subcomponent 3.1 will fund the monitoring and evaluation (M&E) activities. Subcomponent 3.2 will finance the establishment and maintenance of a PIU within the MELR.

Project management

The Ministry of Employment and Labor Relations is the leading executive agency for the Project. Therefore, the ministry will legally establish a PIU within its administrative structure reporting to the First Deputy Minister. The PIU will be responsible for the implementation of the project, including technical-, monitoring-, fiduciary-, and safeguards-related aspects for the three components of the project. The PIU established within the MELR will carry out the day-to-day project management and monitoring of all three components, including Component 1, which is under the responsibility of the MoF. The PIU will be directly supervised by and will report to the First Deputy Minister of MELR within the ministry’s administrative structure and will also be responsible to provide support as necessary to the MoF for the implementation of Component 1.

  1. Tasks of position

The PIU Coordinator will be responsible for the overall project management and performance and for ensuring efficient implementation of the Project and related activities according to the objectives and tasks and within the time and costs specified in the Loan Agreement, Project Appraisal Document and Project Operations Manual. The PIU Coordinator will respond to the First Deputy Minister of Employment and Labor Relations, and will prepare regular stakeholder coordination reports to the Project Implementation Advisory Board (AB) which will be established before the date of effectiveness of the Project. The PIU Coordinator will be responsible for organizing and managing the work of the PIU, and other staff assigned to the Project, contractors and consultants ensuring achievement of the Project objectives and targets by implementing the approved workplans within the budget in accordance with World Bank guidelines and applicable requirements.

Job responsibilities:

  • Managing overall direct project implementation, including coordinating of all PIU staff and consultants.
  • Ensure effective project activities planning and implementation in accordance with the project documents, coordinating these with the Bank and relevant donors, state agencies, scientific institutions, NGOs and other stakeholders;
  • Organize and manage Project activities in accordance with the work plans to achieve planned interim results; monitor, evaluate and report project implementation progress against the Results Framework and Monitoring Indicators;
  • Well-timed preparation and submission of Project Reports (Quarterly, Annual, etc.) and any other required progress reports and securing preparation of reports by the Project consultants or participants as required;
  • Regularly informing the related staff from the World Bank and top management of the MELR (First Deputy Minister) on the progress and the outstanding issues;
  • Organize workshops and round tables to present the project outcomes to all stakeholders;
  • Present the project in international, regional and national related events; networking and collaboration opportunities development;
  • Regular reporting and communication with the World Bank on the project implementation status, including problems and ways to resolve these;
  • Monitor targeted and effective use of the loan funds allocated for project implementation in line with Loan Agreement;
  • Ensure timely preparation and submission of the financial reports;
  • Manage and monitor the project risks;
  • Ensure preparation of the Annual Workplan for the following year, as well as Quarterly Plans if required;
  • Make required arrangements for and participate in the Bank supervision missions
  • Manage the development of the annual plans for the Project jointly with the Ministry of Finance and the Ministry of Employment and Labor Relations and other related agencies, committees and institutions and organizations, coordinating preparation and approval of the Project budget and procurement plan for the year, having it approved by the First Deputy Minister of Employment and Labor Relations and WB.
  • Ensure project annual audit is carried out and report as appropriate within 6 months of the end of the financial year.
  • Coordinate with other projects related to and supporting the Project
  • Liaise and work with MELR and other ministries and their divisions to help achieve project objectives.
  • Ensure that Contract supervision and monitoring is undertaken by MELR, where relevant.
  • In association with the annual planning process and working with MELR, undertake forward planning, taking into account project trends and progress, looking for any project change requirements.
  • Distribution of duties among PIU staff and short-term project consultants, and – in association with the appropriate MELR staff – draft and approve the ToR and technical specifications ensuring quality control is being conducted and timely performance of duties, obtaining approvals as necessary
  • Upon appointment the PIU Coordinator will select other PIU staff (with WB no-objection for key staff) and replacements as necessary

Qualification requirements

Education:

Master’s degree in the subject field, business management or other related field obtained at a leading national or international higher educational institution

Experience:

  • At least 5 years of work experience in Public Administration/Social Protection/Labor Market Programs/SOE,;
  • Technical knowledge of social protection and labor regulations; experience in social policy design and implementation;
  • Demonstrated ability to manage project cycles; including project formulation, monitoring and evaluation, reporting– familiarity with donor-funded international development projects is an asset;
  • High education and leadership skills in managing multi-task teams
  • Good computer skills; strong skills in oral and written presentations

Language Requirements:

Excellent knowledge of Russian and Uzbek; Strong knowledge of English;

 

Duration of task performance

The duration of the assignment – is one year. Subject to satisfactory annual performance review, the assignment/contract as the PIU Coordinator will be renewed for the next year.
